"The 1st option that we presented was the administrative leave... The other option... provide full time employees with maybe 3 days... The last option was they will have to just use their leave," Nicole said. Commissioners focused on accrual liability (sick and annual leave continuing to build), the cost estimate provided by staff (an estimate of about $18,359 for one day of paid leave), and how 24‑hour services (sheriff, EMS) would be treated. Several commissioners said they did not want to take a benefit away from employees without notice; others urged steps to reduce long‑term liabilities.
Chair recommended adopting a three‑day, non‑accruing cap as a compromise and asked HR to collect comparative policies from neighboring counties, clarify how the cap would apply to 24‑hour employees, and return with cost estimates and an implementation date.
