Commissioners approve notice to switch county employee coverage to Cigna

After a presentation showing Anthem premiums would rise 11.2% on Jan. 1, 2026, Somerset County Commissioners voted to notify the Maine Municipal Employee Health Trust of intent to move employee coverage to Cigna and to engage Acadia Benefits to manage the transition.
Kevin Kennedy of Acadia Benefits presented cost comparisons for county employee health coverage, telling the Somerset County Commission that the increase to the current Anthem plan “will increase by 11.2% on January 1, 2026” and that switching to Cigna could produce a net 3–4% savings while keeping the same or better coverage. The commissioners heard that a 60‑day notice requirement from Anthem would make the transition begin Feb. 1, 2026, if they proceed.
Following the presentation, Commissioners reached consensus to add a resolution to the agenda and then voted to authorize County Administrator Tim Curtis to notify the Maine Municipal Employee Health Trust and engage Acadia Benefits to effect the change. Finance Director Patrick Dolan said he would prepare necessary documents to implement the coverage change. The motion to authorize the change (Resolution 25-204) carried 4-0.
The action instructs staff to start the vendor and trust notification process; commissioners did not adopt plan-level design changes in public session and requested staff follow-up on implementation details and timing.
