Hanover County Electoral Board elects new leadership for 2026

"Motion by Mr. Konopasek to reorganize the Electoral Board as follows; Chair-Michael C. Carter (R) Vice Chair-Scott O. Konopasek (D) Secretary-Margaret J. 'Peggy' Lavinder (D)," the minutes state. The motion passed 3-0.
The reorganization followed routine annual board housekeeping. The change was moved by Scott O. Konopasek and recorded without further amendment. There was no recorded dissent; Mr. Konopasek and Mr. Carter participated in the vote and Mr. Konopasek, who moved the motion, voted in favor. The minutes note that Mr. Konopasek did not vote on an earlier approval of minutes because he was not on the board at that time.
The board then proceeded to reports from the registrar and staff and to new business. The board recessed at 11:10 AM and returned at 11:20 AM before later holding a closed-session security review.
