Lead consultant outlines targeted master plan update to support housing

Jason Ball, lead consultant with Progressive Companies, presented a targeted update to Eaton County's master plan and an associated zoning-code review aimed at supporting more housing development.
"So the county received a grant from MSHDA as part of a state program to fund local units government across Michigan to update existing ordinances and plans to support development of more housing across the state," Ball said, describing the grant as the driver that narrowed the scope to focused plan and code changes. He told commissioners the update is intentionally limited to the future land use section of the master plan and will not rewrite the county's entire plan.
Ball said the primary deliverable in the near term is updated future land use maps for several municipalities and new land-use classifications to allow smaller-lot and downtown-style development where sewer and water exist. He added the presentation was intended to describe process and invite questions from local units before staff drafts the October presentation and the subsequent adoption timeline.
The consultant said the plan will be drafted and presented to the commission in October, followed by the required 42-day notice period for formal adoption with an expected adoption timeline in December, depending on agenda scheduling.
