Witte told the board his property backs a city-owned "paper alley" and wooded area that he has maintained for about 10 years. He said the proposed pool would be modest (about 9 by 20 feet) with a surrounding fence.
Board members asked about drainage and maintenance; staff said drainage concerns are addressed during site plan and permitting. Witte described an existing drainpipe that routes driveway runoff down the hill and said he would work with neighbors and staff to manage pool draining and related runoff. A motion to grant the in-ground pool variance to permit a 10-foot setback from the rear property line was made, seconded and approved by voice vote. The applicant thanked the board.
Next steps: the applicant will proceed with site-plan and building-permit reviews, where drainage and final fencing/installation details will be required to meet city standards.
