Attachments reviewed during the work session include the RAMP (Weber County Recreation, Arts, Museums and Parks) funding agreement that shows Huntsville Town was approved for $640,000 toward the Community Recreation Center. The agreement sets permissible expenditures, requires semi-annual and final Actual Use/Evaluation reports, and obligates the recipient to acknowledge RAMP in promotional material and on-site signage. The agreement also specifies that funds may not be used for real property, depreciation related to real property, or activities outside Weber County.
Project manager Wendy McKay emphasized local fundraising and match: the application materials note about $400,000 was raised quickly from private donors and that total project cost is $1,925,715 with the RAMP request at $640,000. McKay wrote in the application materials that "We are building a Community Recreation center right across from Huntsville Park...This will be the first such public facility of it's kind anywhere in Ogden Valley." The Town and the Building Committee discussed how the facility's stated multi-sport purpose in the application could affect future grant eligibility and the need to align operations with RAMP rules before applying for additional funds.
