Gardena council approves $124,800 change order for engineering staff augmentation

The Gardena City Council voted unanimously on July 28 to approve a contract change order to extend engineering staff augmentation services with DCCM Consultant(s) Inc. for up to $124,800.
City staff told the council the engineering division managed about $72,000,000 in capital improvement projects (CIP) in the prior year and currently has multiple vacancies. City Manager (staff presenter) said the city previously authorized $50,000 in June 2026 for interim support; that amount has been exhausted, and the additional $124,800 is estimated to provide roughly six months of consultant assistance, at about 20 hours per week, to keep projects on track.
During council discussion, Council member Francis asked what would happen if the funds are exhausted before positions are filled. The city manager responded it would return to the council to request additional funding if needed, and reiterated recruitment for the vacant engineering positions is underway but not guaranteed to succeed quickly. The vote to approve the change order was 5-0.
Funding for the change order will come from various FY 26-27 CIP project budgets, including regional Measure M, Measure R, and state earmarks, the city manager said. The council moved and seconded the motion (motion by Council member Rodney Tanaka; second by Council member Francis) and approved the item under departmental item 17a.
