City planning staff introduced an amendment to the Unified Development Code to implement Texas Senate Bill 785, which requires municipalities to allow HUD‑code manufactured homes in at least one residential zoning classification. Ms. Seager explained that the proposed change adds HUD‑code manufactured homes as a permitted use in the Residential Estate (RE) district; staff and the Planning and Zoning Commission recommended approval.
No members of the public spoke in opposition during the brief public hearing. Council moved and unanimously approved the first reading of the ordinance; the change will take effect in line with the state statute. Staff noted that the city already allows manufactured homes in manufactured home parks and planned unit developments in certain circumstances and that this amendment permits installation on individual lots within the RE district in accordance with SB 785.
