The resolution asserts that Virginia law currently allows local option on collective bargaining and that the bills would "eliminate this local option and impose a state‑mandated, one‑size‑fits‑all collective bargaining framework administered by a Public Employee Relations Board (PERB)." The resolution says such a change would shift authority from locally elected officials and create significant unfunded fiscal and administrative obligations for localities.
Board members approved the resolution in a roll‑call vote (Michael B. Watson, C.S. “Sandy” Cunningham, Paul G. Richardson, Mary E. Dickenson Tomlinson and Michael S. Hash all voted aye). The Board directed the Clerk to transmit the adopted resolution to the Governor and members of the Virginia General Assembly.
