Commissioners adopt resolution supporting Bon Secours Mercy Health bond issuance tied to local facilities

The Board of County Commissioners adopted Resolution 024-25 on March 12, 2025, authorizing the Board to approve the issuance of Hospital Facilities Revenue Bonds of the County of Allen, Ohio, as they relate to local Mercy Health facilities. Michael Dean of Dinsmore & Shohl, speaking on behalf of Bon Secours Mercy Health, said the program would authorize "a maximum number of a little under $950 million, $21 million of that would be spent here in the county, $16 million of it for new money projects or capital expenditures."
Dean listed six Mercy Health facilities in Clermont County that would be financed or refinanced, including Clermont Mercy Hospital, the Milford Mercy Health Center, the Heart Institute near the hospital, an orthopedic and sports medicine facility, Bethel Outpatient Rehabilitation and Therapy Facility, and the Clermont Medical Arts Building. He also noted the 2008 Participating Public Hospital Agency Agreement with Mercy Health includes an indemnification from Mercy Health to the County for costs or damages arising from that agreement. President David L. Painter opened the public hearing and no members of the public addressed the board; the hearing record indicated no public comments were received.
