Commission tables RC‑zone rewrite after public concerns about Powder Mountain activity and traffic

The Huntsville Town Planning Commission on Aug. 26 unanimously voted to table Ordinance 2025.7.23, a proposed set of amendments to Title 15 that would revise uses and definitions in the Recreation (RC) zone, after an extended staff summary and substantial public comment.

Clerk Shannon summarized the ordinance status and Chairman Allen Endicott read a list of suggested conditional uses included in the record. Commissioners and staff discussed whether conditional uses should be tied to land characteristics instead of current property owners and debated removing §15.4.4 from the RC zone (a change that would affect whether dump stations are allowable). Chairman Endicott asked staff to "clean up" the list and requested a specific traffic plan to accompany the next draft.

Residents at the public hearing raised repeated concerns about commercial activities and shuttle traffic near residential streets after Powder Mountain’s property purchases. Resident comments included worries about safety and the scale of events. Brandi Hammond, speaking for Powder Mountain, described the company’s vision and said she is "taking actions to mitigate these issues with the Town and the residents," and invited follow-up conversations after the meeting. Commissioners repeatedly noted the Planning Commission’s advisory role and that the Town Council will make final decisions.

The staff report and a draft ordinance in the meeting packet outline suggested conditional-use restrictions the commission may consider, including limiting special events without town approval, capping occupancy, restricting shuttle routes to 100 South, setting operating hours (8 a.m.–10 p.m.), requiring dark-sky lighting and insurance, and capping developed parking stalls. The commission did not adopt any changes at the Aug. 26 meeting and tabled the ordinance to permit further redrafting and community input.
