Planning Commission recommends RC-zone amendments to Town Council after public hearing on Powder Mountain concerns

At a Jan. 15, 2026 public hearing (recorded in the meeting attachments), the Huntsville Town Planning Commission considered Ordinance 2025-7-23, which proposes amendments to Title 15.24 (the RC zone). The chair and staff explained the Planning Commission's role is to recommend action to the Town Council; commissioners emphasized that changes to the RC zone should reflect property characteristics rather than authorizing commercial uses by default.
Multiple residents spoke during the hearing, raising concerns about traffic, noise, potential hotel development on Powder Mountain property within town limits, and the effect of conditional uses on R-1 zoning. Resident comments included concern that zoning language appeared tailored to Powder Mountain and could encourage business-style developments. TC Liaison Sandy Hunter noted council intent to retain development agreements and conditional-use processes if a rezoning request were submitted.
After public comments, Chairman Allen Endicott moved to recommend approval of Ordinance 2025-7-23 to the Town Council; PCM Brent Ahlstrom seconded, and the Planning Commission voted unanimously in favor. The commission’s recommendation will move the proposed ordinance to the Town Council for final action.
