Planning commission recommends updates to RC zone; proposes event, parking and camping limits

The Huntsville Town Planning Commission voted on Oct. 23 to forward Ordinance 2025-7-23 to the Town Council, proposing substantial amendments to the Recreation (RC) zone.
The draft ordinance adds definitions and a conditional-use framework that would, among other things, limit special events to no more than three per year, set an operating window (8 a.m.–10 p.m.), cap developed parking at 30 spaces, and limit daily occupancy to 100 people for private recreational clubs. It also specifies that dwelling units are not permitted in the RC zone and that food and beverage service for members may be allowed but commercial restaurant operations are not.
Chairman Allen Endicott reminded the commission that “the boat club is grandfathered in their use” but said any changes to operations would need to meet current code. Commissioners discussed enforcement, seasonality and the possibility of a special-events permit and a development agreement for some parcels. The commission recommended the ordinance to the council for further action and public hearings.
