The Huntsville Town Council voted 5-0 to continue participation in the Ogden Valley Parks Service Area and to remit designated tax monies after the OVPSA’s recent budget included a $103,000 allocation for the Huntsville Park. TCM Artie Powell said OVPSA's prior governance record raised concerns but that the new board members appear more supportive of Huntsville; the motion to continue participation passed unanimously (SEG 004).
Attachments filed with the meeting include the 2018 interlocal agreement between Huntsville and OVPSA that preserves Huntsville's park ownership while transferring maintenance and operation responsibilities to OVPSA under the district's rules. The agreement and recent budget documents list planned capital projects and grant-funded items across the district; councilors approved remitting the town’s portion of tax receipts so Huntsville can access the OVPSA disbursements, but asked staff to monitor OVPSA reporting and reimbursement processes.
