Staff suggested order-of-magnitude cost estimates: option 1 could approach $500,000 by analogy to other district reorganizations; option 2 might be around $150,000 though no contracts or cost-sharing agreements were in place.
Commissioners stressed equity for unincorporated residents and the need to re-engage cities and library directors. Mayor Milch of Gladstone urged the board to account for the district's unique governance and funding formula. The board moved forward with option 2, asking staff to coordinate outreach with cities and report back via c4 or similar forums; the motion passed unanimously.
