McLennan County proclaims 30 years of service for Clerk and honors state champion Rockets, first responders

The Commissioners Court on July 7 approved proclamations recognizing County Clerk J. A. "Andy" Harwell’s 30 years of service, ratified recognition of the Robinson Rockets’ 2026 state championship, and commended first responders awarded the State of Texas Law Enforcement Achievement Award for Valor.
County Judge Scott M. Felton opened the July 7 meeting and the Court approved three proclamations recognizing longtime county service and local achievements. County Administrator Dustin Chapman read the proclamation honoring County Clerk J. A. “Andy” Harwell’s 30 years in office before Judge Felton presented it to Harwell and the Court approved the measure unanimously.
The Court also ratified a proclamation congratulating the 2026 Robinson Rockets on their UIL Class 4A Division II state championship. The proclamation noted the team’s season record and singled out individual players and coaches in the text read into the minutes. Finally the Court approved a proclamation recognizing McLennan County area first responders who received the State of Texas Law Enforcement Achievement Award for Valor for a May 6, 2025 swift-water rescue.
Dustin Chapman read the text of the Harwell proclamation into the record; the proclamation itself describes Harwell as “a lifelong resident of McLennan County” and traces his service since election in 1994. The Court’s actions were administrative—each proclamation was moved, seconded and approved by unanimous vote. The Court recessed briefly and then reconvened to continue regular business.
