Salem grants preliminary approval to Fusting Center Phase II site plan with multiple SALDO conditionals

The Salem Township Board of Supervisors amended the agenda and granted preliminary approval to the Fusting Center Phase II lot consolidation and site plan on Jan. 15, provided a list of conditions is met before final approval. Required items include removal of any reference to dedication of public right of way, identification of SR‑22 edge of ROW and center line, submission of title information for access easements, removal of mortgage certification language from Sheet 1, addition of a recorder's signature line and a revision number/date on the plan.
The board also required NPDES erosion and sedimentation control approval, Township Engineer approval of stormwater management, FTMSA/DEP sanitary sewer connection approvals, a PennDOT Highway Occupancy Permit, proof of cross‑easements allowing access to the signal at SR‑22, a sign package per SALDO Section 601(B)(6), and an explicit plan note that all roadways depicted will remain private and be maintained by the property owner. Supervisors and the solicitor discussed that certain SALDO modifications (for parking dimensions, building isolation, multi‑family unit counts and density) will be requested at final land development rather than at preliminary approval. The Planning Commission recommended many of the requested modifications; the solicitor noted some modifications affecting unit counts were not requested by the developer and remain to be addressed at final plan review.
