Clinton County narrows scope of jail re-use work after master-plan study

The Clinton County Board of Commissioners on Feb. 24 approved moving forward with targeted design-development services to refine space requirements for booking/receiving, medical areas, the control room and utilities at the Townsend Road campus.
Marty Ruiter of Hobbs + Black presented the Jail Re-Use Option Study and told commissioners the study produced three alternatives: a single-phased renovation estimated at $90.5 million ("including temporary housing/transportation of inmates"), a multi-phased renovation at about $95 million, and a new facility option estimated at about $91 million. After discussion, the Ways and Means Committee recommended narrowing the scope to Phase 1 renovation areas and seeking RFPs for design development services; the Board concurred.
Commissioner Robert Showers moved to recommend pursuing design development services as described; Commissioner Nicole Fickes offered a friendly amendment to clarify pursuit of "minimum space requirements," which was incorporated before the motion carried. The Board’s action preserves the current facility footprint and bed capacity while producing more precise cost estimates for budgeting.
Why it matters: The decision focuses county resources on the highest-priority facility deficiencies (booking, medical and isolation) and generates refined estimates that will inform CIP planning and the 2027 budget process. Next steps: staff will seek RFPs for the specified design services and return with proposals and cost estimates for future committee review.
