Planning commission 'trues up' Friends of the Alpine Library conditional use permit after applicant flags wording error

The Alpine City Planning Commission voted unanimously March 3 to approve amended language for the Friends of the Alpine Library conditional use permit at 491 South Alpine Highway, after the group's representative said the wording in the minutes did not match the motion the commission made in November.
Staff planner Ryan Robinson told the commission the packet contained a proposed clerical cleanup clarifying four areas: hours of operation, parking availability, regrading the entrance to Alpine Highway to improve safety, and the timeline for ADA improvements. Applicant representative Jennifer Wadsworth said she reviewed the audio of the Nov. 18 meeting and found that “the language that was in the minutes was incorrect according to John's verbal motion” and submitted the packet to correct the record. John McKay moved to approve the amended conditional use language as presented; Marla Fox read the motion back and commissioners seconded and approved it without opposition.
The approved language sets hours (generally 10 a.m.–5 p.m. on weekdays with adjusted weekend hours tied to Burgess Orchards’ operation), requires a minimum of 14 parking spaces to be available for library patrons during hours of operation, requires the applicant to regrade the entrance on Alpine Highway to mitigate unsafe egress, prohibits fundraisers and fairs in the parking lot, and replaces the phrase “shall be made available” for ADA items with a requirement that ADA parking and restroom access “shall be created within 12 months of opening.” Wadsworth told the commission she was not seeking to change the commission's intent but to ensure the written permit matched the motion they actually made in November.
Chair Alan McDonald asked staff to note follow‑up items — such as the status of the regrading work — for later tracking. The commission did not record individual vote tallies; the chair announced the motion passed unanimously.
