Assistant Utilities Director Jin Hao explained Package 5 covers engineering during construction for projects that have moved past design and into the construction phase; the amendment is intended to fund inspection, submittal review, and on‑site engineering support. The commission approved the amendment by recorded vote.
Staff will include the amended contract amount in project accounting and provide construction oversight reports as work proceeds.
