City awards $7.03 million contract to build two Floridian aquifer wells; 10% contingency added

Utilities staff presented the recommended award for Invitation for Bids No. 25‑029 to construct two Floridian aquifer wells (F8 and F9) to AllWeb's Enterprises, Inc. The low responsive bid was $7,033,000. Staff recommended adding a contingency allowance of $703,300 (10%) to cover unforeseen drilling and construction conditions, bringing the total authorization to $7,736,300.
Assistant Utilities Director Jin Hao said the West Water Treatment Plant currently treats up to 11.75 MGD and that each new well will have a raw water capacity of about 3.15 million gallons per day (MGD). Commissioners asked whether a 10% contingency was sufficient; staff said design is complete but drilling can encounter unknown underground conditions and industry practice commonly includes a 10% contingency for such projects. The commission voted to approve the award and contingency as recommended.
Procurement notes in the presentation said the project sought a 100% small business participation target under regional small‑business programs; only one bid was received and the chosen vendor met responsiveness and responsibility requirements. Staff will return with the executed contract and schedule for construction.
