Engineers said the waste and stormwater designs must be approved by DEQ, that fire cisterns meeting NFPA standards will be installed and that West Valley Fire had reviewed the proposal in concept; they also said the alternate emergency access was rerouted to North Cable Road to avoid a gravel access behind existing homes. Several commenters asked the county to require developer funding for any necessary off‑site road or safety improvements rather than relying on Special Improvement District assessments on existing residents. The Commission did not decide the traffic or fire items at the work session; agency reviews and possible conditions were left to follow up.
