Developers describe sewer, roads and fire plans for Krystal Springs; DEQ and MDT reviews remain pending

At the Jan. 27 work session, Ken Jenkins of Montana Northwest and Brian Throckmorton of 406 Engineering outlined infrastructure elements for the proposed Krystal Springs Estates subdivision, saying on‑site roads would be 20 feet wide with two‑foot shoulders and privately maintained by the Homeowners' Association and that stormwater and sewer work will be reviewed by the State Department of Environmental Quality (DEQ) and Anaconda Municipal Sewer. "We already reached out to Anaconda Municipal Sewer and we have a capacity letter," Throckmorton said, describing the sewer‑main extension review process.
On fire protection, engineers proposed cisterns and draftable holding tanks sized and sited to meet NFPA 1142 and said West Valley Fire signed off on the approach in concept; the engineers also emphasized the irrigation strategy: a developer‑installed pipeline fed by acquired surface water rights to discourage irrigation from domestic wells and to keep total domestic groundwater pumping low. Developers said they attempted multiple contacts with the Montana Department of Transportation (MDT) on traffic and that MDT had not provided a formal written response to date. The Commission did not act on approvals at the session; Planning staff and outside agencies will complete technical reviews before any final decision.
