Assistant Director Yannavan Capote outlined multiple changes: $8 million in capital lease proceeds were reclassified to fund balance; personnel and overtime adjustments were made across departments (notably fire rescue and public works); the affordable housing trust fund was increased by $3,000,000 to reflect an executed agreement with two developers; and the utility fund added $3,700,000 to support East Water treatment plant improvements and a regional biosolids solution facility. The parks development fund moved $274,000 from fund balance to support an amphitheater noise‑reduction project. Commissioners approved the amendment on second reading.
Staff emphasized there is no net general‑fund shortfall resulting from these year‑end adjustments and said the amendments are part of routine reconciliation after actuals are posted. The commission asked for clarity on specific projects moved between funds; staff offered additional follow‑up if needed.
