Board approves adding indoor pet daycare to several Margate commercial zones

The Margate Planning & Zoning Board unanimously voted to recommend that the City Commission add "pet daycare" as a permitted use in multiple commercial and corridor zoning districts, with conditions intended to limit neighborhood disturbance.
Senior Planner Andrew Penny said the ordinance inserts a new pet daycare use into the B1 district (and thereby into B2A), corridor and gateway districts. He explained the ordinance bars outdoor pens or runs, requires soundproofing, and permits kenneling only as incidental care not to exceed 20% of the facility's floor area.
A board member who identified himself as a pet owner worried that interior-only care without outdoor relief might harm animals; he urged caution. Penny and other members said the ordinance aims to balance animal welfare and neighbors' right to peaceful enjoyment and encouraged reporting any observed poor conditions to Animal Control. Another member noted that soundproofing and interior limits make pet daycare suitable in the corridors and mixed-use areas where it is proposed.
After brief discussion and no public comments, the board moved, seconded and voted 5–0 to recommend approval of the ordinance to the City Commission.
