County awards $3.3 million bid for new sheriff's evidence building; one council member votes no

The Florence County Council on June 18 awarded Bid No. 28-25/26 for a new evidence building for the Sheriff's Office to JNB Services LLC (Daleville, Ala.) in the amount of $3,300,000. The project will be funded from previously authorized bond funds.
Chief Deputy Tommy Sullivan and consultant David Bailey (Collins and Almers) recommended JNB Services as the lowest responsible and responsive bidder; ten bids were received and nine were compliant. "JNB Services LLC is the lowest responsible, responsive bidder," the minutes state. The award passed, with Councilman Kent C. Caudle recorded as voting in the negative; the minutes note multiple scrivener's errors on the bid spreadsheet but state the errors did not affect the outcome.
The contract and associated documents will be executed by the County Administrator following standard procurement and contract-review procedures. The bid award is subject to the bid's validity period which expires July 17, 2026.
