Florence County reports progress on CPST III road projects; engineers say 296 of 373 projects complete

County Administrator Kevin Yokim and staff provided a comprehensive update on CPST III and III-A road projects on June 18, reporting substantial completion across districts and outlining remaining work.
"According to CPST III Engineer Todd Warren, 296 of 373 CPSTIII & IIIA Road District projects have been completed, and 23 roads are under construction," the minutes state. Yokim and staff broke down active and upcoming projects by district, identified permit and design issues (including SCDOT encroachment and USACE approvals on Montclair Way), and noted outstanding scope clarifications on several drainage and paving tasks.
The council also approved Resolution No. 36-2025/26 to designate five new CPSTIII-A projects totaling $4,426,781 and one CPSTIII-B project for $64,013. Staff flagged Tara Village drainage for additional study because many solutions would require work on private property, increasing implementation risk. Alliance Consulting Engineers and Davis & Floyd were mentioned as on-call engineering firms involved in design, observation and testing work.
Council members emphasized the need to coordinate with SCDOT and towns, and staff said updated timelines would be provided as final invoices and pay applications are approved.
