The Town of Winhall's Exhibit A requests proposals to replace Kendall Farm Road Culvert #9 (Town Highway #15). The RFP lists the existing culvert as 36" x 32' and calls for a 60" x ~40' polypropylene dual-wall storm pipe embedded a minimum of 12 inches below the streambed. The contractor must ensure the replacement does not create a perched outlet, must install riprap at inlets and outlets with stone headers, seed and mulch disturbed areas, and remove and replace existing guardrails as needed.
The RFP requires bidders to obtain necessary State and Federal permits in coordination with the Town or secure written confirmation from the Town's zoning and state resources that permits are not required (VT Wetlands Program, Army Corps Section 404, Stream Alteration). The contractor also must ensure the replacement meets hydraulic criteria for allowable headwater per Table 6-3 of the VTrans Hydraulics Manual. Proposals are due by 1:00 PM on Monday, June 1, 2026 and should be emailed to townadmin@winhall.org.
