Winhall requests bids to replace two Winhall Hollow culverts; temporary closures expected

The Town of Winhall on April 10 released an RFP for two culvert replacements on Winhall Hollow Road. Exhibit B describes Culvert #25 (current ~18" CMP, approximately 80 ft long) to be replaced by a 24-inch diameter polypropylene dual-wall storm pipe with an approximate length of 80–100 feet; the new structure must match upstream and downstream slope, avoid a perched outlet, and include riprap and stone headers to stabilize banks. The RFP notes one-day closures or short-duration closures may be necessary and that contractors must provide traffic control and signage with a 14-day prior warning when required.
Exhibit B also references a larger culvert at nearby coordinates (existing 48" x 40') and instructs contractors to follow VTrans hydraulic criteria (Table 6-3) and state/federal permitting requirements or provide written confirmation from Town staff and State agencies that permits are not required. The Town asks for traffic control plans, timelines, fee structures and documentation of experience in proposals due by 1:00 PM on June 1, 2026.
