Select Board grants Town Administrator formal authority and begins payroll transition

At the July 1 meeting the Select Board approved a motion to give Karoline Wallace authority to perform town business as Town Administrator. The motion, moved by Beth Grant and seconded by Christie Boswell, passed unanimously after an executive session held that evening.
Previously, both Lissa Stark and Karoline Wallace submitted bi-weekly activity reports. Stark has been training Wallace on payroll responsibilities and on wetlands permits for contractor work. The board asked Wallace to update the town website to clarify that the Winhall Fire Department is not the Stratton‑Winhall Fire District and to add the appropriate links.
No disciplinary or personnel details were disclosed; the board recorded the authorization motion in the minutes.
