Winhall seeks bids to reclaim and repave Lower Taylor Hill and Winhall Hollow Road

The work specification calls for full-depth reclamation, a 2.5-inch compacted Type 2 (3/4") base mix and a 1.5-inch compacted Type 4 top mix, with staggered joints and placement of tack, and five driveways with 8-foot aprons and several larger apron dimensions on Lower Taylor Hill.
The RFP sets an estimated performance window beginning Aug. 1, 2026 and completion by Oct. 15, 2026, and requires contractors to provide graders, trucking and shoulder machinery; the Town will supply shoulder material and load from a stockpile at 64 Old Town Road. The Town also requested an optional separate quote for paving a 30' x 90' library parking area at 2 Lower Taylor Hill and reiterated a mandatory pre-bid meeting held April 10 at the library. Proposals are due by 1:00 PM on Monday, June 1, 2026 and must be emailed to townadmin@winhall.org.
The RFP documents state that traffic control, dust control and final re-grading are contractor responsibilities; the contractor must compact shoulders within two weeks of paving completion. The solicitation accepts multiple mix options (virgin mix or mixes with up to 15% reclaimed asphalt) and invites multiple proposals per bidder.
