Highway superintendent says MBH restricted fund can support more paving; council seeks plan for bridge backlog

Highway leadership presented the Motor Vehicle Highway (MBH) fund balances and a proposed scope of work for 2027. The superintendent said MBH restricted reserves are projected at roughly $2.4 million at the end of 2027 and that annual MBH revenue runs about $1.1 million. With those figures, staff suggested the county could accelerate paving work if there is the operational capacity to do so.
The superintendent described a proposed set of roads for 2027 (Poplar Grove, a segment between Bellsville and McDonald's, Hamilton Creek, Orchard Road and Harrison Ridge) totaling about 11.58 miles of work and noted bridge needs: 10 bridges classified as critical and another 27 needing rehabilitation over a 10-year horizon. Council members asked for a prioritized capital plan that identifies which projects would be funded with restricted MBH funds versus other sources and for an approach to pull labor and overtime costs into project accounting so restricted funds can legally pay for those eligible costs.
