Trustees spent an extended portion of the meeting reviewing rebid results for the Village Hall technology contract after the board previously rejected the bids. Staff and consultant Wold presented that rebids produced multiple AV and security offers but two firms were disqualified because they proposed substitute access-control systems rather than the bid-specified Genetec system.
Village staff read a legal opinion noting the late submission of one bidder's bond had been accepted as an irregularity but that substitution of the required equipment remained a disqualification. "I agree with the terms and conclusions of the Wold letter," staff read from counsel during the discussion. Several trustees questioned whether specifying a single vendor or product reduced competition and whether the board should reject all bids and rebid with a broader specification.
After debate about procurement fairness, integration risk and schedule impacts (including concern that delaying could conflict with ongoing construction rough-in work), Trustee Jack moved to accept the audio-visual (AV) bid from Communications Engineering Company for $134,002.60 and to rebid the security portion; the motion passed on roll call. Trustees directed staff to remove brand names and instead require that security proposals meet written specifications so the village can assess acceptable equivalents.
