DRC urges static menu boards for speedier approval; sign variance pushed to Board of Adjustment

DRC members and staff discussed sign‑code restrictions and advised the applicant to pursue a static menu/price board for the Dunkin' site to expedite review. Senior Planner Andrew Penny reminded the team that the existing sign code allows "up to 25%" electronic messaging but the code language is antiquated and under revision.
"Our sign code ... allows for up to 25% of that sign to be an electronic message center," Penny said while explaining current limits and the ongoing code update. Committee member Brian Thomas and the applicant's team agreed that a static display would be an acceptable interim solution; the group recommended the applicant apply for a sign variance at the Board of Adjustment if it wants a larger or active digital display.
The committee outlined two procedural options: (1) stipulate that the menu board remain static now and pursue a variance from the Board of Adjustment later, or (2) seek the sign waiver concurrently with the Planning & Zoning and commission schedule. Staff said the Board of Adjustment process can run on a separate night and may not delay the overall schedule if timed carefully.
