Residents ask Florence County Council to require traffic study for proposed Palmetto Pines development

John Newland, an Arthur Road resident, told Florence County Council on May 21 that neighbors are not opposed to development but are worried the proposed 104-unit Palmetto Pines project cannot be safely supported by existing infrastructure. "Residents respectfully request that Council require a full traffic and infrastructure impact study before any approvals move forward," Newland said, citing an estimate of 700 to 1,000 additional vehicle trips per day and concerns about emergency access, steep drainage ditches and limited shoulder space.
Charles McPherson, speaking with Council permission during public comment, reinforced the traffic concerns and noted a referenced Institute of Transportation Engineers figure of nearly 1,000 daily trips compared with Arthur Road’s original design capacity of roughly 120 trips. McPherson asked Council to deny any variance that would allow traffic volumes far beyond the road’s design. Council did not take formal action on the request at the meeting; no traffic study was presented to Council during the session, and applicants’ permit status was reported as not yet finalized.
