Residents of three Florence County neighborhoods told the County Council on April 16 they oppose a proposal to develop 102 single‑wide mobile homes near Arthur Road.
Charles McPherson, speaking on behalf of Country Manor, Carriage Place and Richmond Hills neighbors, said the plan’s density—about five homes per acre—could strain the character of the area and create nuisance issues. He estimated the development could generate as many as 400 additional daily trips on Arthur Road, which he said was originally designed to serve roughly 20 homes. Kenneth Jones, an officer with the Carriage Place Homeowners Association representing 58 homes, urged Council to consider child‑safety risks and accelerated road deterioration if traffic is routed through a cul‑de‑sac.
Council members acknowledged limits on county authority in unzoned areas. Vice‑Chairman C. William Schofield noted that in parts of the county without zoning "an individual may apply for a permit, and there is nothing that can be done," and Councilman Kent C. Caudle recalled past outreach encouraging residents to adopt zoning protections. Mr. McPherson and Mr. Jones asked whether water and sewer service and any environmental impact studies have been completed; Mr. McPherson said the City will provide water and sewer, but documentary details were not presented to Council.
