Winhall board approves plan to replace highway truck; RFP seeks bids by March

The Winhall Select Board voted Feb. 18 to approve pursuing replacement of its 2015 Dodge RAM used by the Highway Department and to issue a request for proposals for a new truck.
Highway foreman Trevor Dryden presented specifications and asked the Board to authorize an RFP. Dryden said the town is seeking a 1‑ton cab and chassis with dual wheels, four‑wheel drive, an extra cab, a flatbed landscaper body with dump capability, a Fisher plow and a 2‑yard electric sander. He told the Board that the current truck was purchased for $55,000 in 2015 and that a new vehicle could cost about $100,000–$110,000 in the fall if the town chooses to buy rather than trade.
"Everything depends on the weather," Dryden said when describing winter materials deliveries and the department's timing for a replacement.
Elizabeth Grant recommended sending the RFP to dealerships within a 100‑mile radius to secure competitive pricing. The RFP (Exhibit A) lists trade‑in information for a 2015 Ram 3500 with an estimated 56,000 miles and sets a submission deadline of 1:00 p.m. on March 16, 2026 to townadmin@winhall.org.
Christie Boswell moved that the Board approve purchasing a replacement truck so it will be ready after Town Meeting; Elizabeth Grant seconded the motion and it passed unanimously. The Board discussed optional color pricing and directed staff to include an optional-color price should the deep forest green option cost more.
Next steps include issuing the RFP as written, collecting proposals through the March 16 deadline, and returning to the Board for final award and procurement details.
