Winhall reviews tougher short-term rental rules; board advances draft ordinance

Christie Boswell, Selectboard member, led the board's review of a revised short-term rental (STR) ordinance designed to tighten compliance and standardize how properties are counted and inspected. Boswell described several substantive changes, including a 'Septic Plus 2' rule to define bedrooms, new insurance and fire-inspection requirements for rentals hosting nine or more guests, a required parking plan, and a financial-obligation form. "It is the responsibility of the owners to know the rules," Boswell said during the discussion.
Boswell reported there are roughly 110 registered STR licenses and that enforcement work is ongoing; some properties are accruing fines and at least one case has a legal action in progress. She said the town is moving to a new platform to better identify noncompliant listings and that unpaid fines will be filed as liens against properties. Kelly Coleman, joining by phone, criticized the costs tied to the septic change, calling them "very expensive for them," while property manager Carl Pate said he manages 14 properties and hopes fees will be reinvested into town improvements.
Board members discussed implementation timing and next steps: Selectboard member Beth Grant said a draft approval is scheduled for May 6 with a final approval targeted 60 days later, and Boswell proposed an October 31 renewal cycle and a reduced renewal fee for returning registrants. The board invited further public comment and follow-up enforcement work; Boswell welcomed assistance from residents who report suspected noncompliant listings.
