"The purpose of this project would be to determine the scope of the building ... we would hope to come out of it with a design document, a schematic design or something like that and do some basic site analysis," the presenter said. The committee noted the overall project has previously been discussed as a $9–10 million effort spread across fiscal years, with the FY27 plan showing $3 million across a multi‑year plan (staff emphasized no commitment to construct has been made).
Members urged including committee engagement in the scope and warned the Citizens Committee or additional reviews could require further consultant work beyond the $100,000. Staff said procurement and scope documents would seek to account for committee presentations and feedback.
No formal capital appropriation beyond the study allocation was decided at this meeting.
