Insurance spike drives conditional offer in New Plymouth negotiations
Summary
The NPEA raised a projected 19.5% increase in insurance costs for 2026–27; the Board offered to cover the increase only if the union accepted Salary Option B; the NPEA countered for coverage plus retention of the 2025–26 salary schedule and the Board declined.

Union negotiators told the Board that insurance premiums were projected to rise 19.5% for the 2026–27 plan year and asked the District to cover that increase for professional employees. After caucusing, the Board counterproposed to cover the cost of employee insurance on the condition that the NPEA accept Salary Option B.
The NPEA returned from caucus with its own counterproposal: the District should cover the insurance increase while the union retain the current 2025–26 salary schedule with movement. The minutes state the Board did not agree to that counterproposal. The meeting ended at 5:42 p.m. without a settled agreement on insurance or salary schedule.
