Commission asks staff to draft options for a weekend feather-banner pilot to help small businesses

Small-business owners and residents asked the commission to ease code enforcement on so-called "feather" banner signs on U.S. 441 and in neighborhood plazas. Several owners said their storefronts are not visible from the road and that weekend banner use helps draw customers.
Vice Mayor Casciano proposed a six-month weekend-only pilot; staff cautioned that an outright moratorium on enforcement could lead to selective enforcement concerns and suggested drafting a code amendment with clear, enforceable limits. Commissioner Rosano suggested holding enforcement in abeyance for small plazas while staff develops options. The commission asked staff and legal to return with two or three options for a limited, tasteful and enforceable program and indicated consensus to pursue a pilot-like approach rather than immediate ordinance adoption.
Staff will prepare regulatory options, consider setbacks, per-plaza limits and rotation rules, and return for formal consideration. No ordinance was adopted at this meeting.
