Karla Engle, Office of Legal Counsel, explained a proposed amendment to ARSD 70:01:02 that would reduce the speed limit on a segment of South Dakota Highway 115 in Lincoln County from 50 miles per hour to 40 miles per hour between a point 0.1 mile south of the Veterans Parkway intersection and 85th Street in Sioux Falls. Engle said the purpose of the change is to enhance safety and described the rule-adoption steps the Department followed, including incorporation of Legislative Research Council recommendations.
The Department received one timely written comment from Harrisburg Mayor Derick Wenck dated April 19, 2026; Wenck supported the change but requested the Department apply its 50th percentile speed methodology consistently on other Highway 115 segments. No members of the public offered oral testimony. Commissioners Roby and Nelson moved and seconded approval of the rule amendments; the Commission approved the change by roll call and adopted RESOLUTION #2026–4.1.
