Court reallocates Precinct 3 park funds to Raymond Russell, MacArthur, North Park and Alamo Colleges athletic fields

Parks staff presented a Precinct 3 capital reallocation on Nov. 18 that repurposed funding from projects judged not feasible into several prioritized projects: Raymond Russell Park improvements, North Park improvements, sports fields at Alamo Colleges, pavilion and low-water-crossing repairs and other renovations. Ken McGlamory summarized feasibility constraints that made the originally proposed conservation area and a separate land acquisition impractical, and explained the proposed uses for the reallocated funds.
Commissioners supported moving funds to projects with clear public benefit and agreed on phased implementation and future engineering work. The court voted to approve the internal reallocation and directed staff to proceed with feasibility studies and community coordination for the sports fields and Raymond Russell improvements.
