Staff said it will start with a 1990s inventory to classify contributing and noncontributing properties, re-evaluate changed properties, and pursue a certified local government grant to resurvey the district comprehensively in the future.
Tom Kaduli and other property owners sought clarity about how contributing and noncontributing properties will be listed and whether owners will know their status before the commission votes. Jennifer Williams said staff will begin with a survey from the 1990s as a baseline, review what character-defining features remain at each address, and rely on that assessment when the commission considers individual properties.
Williams said the city hopes to apply for a certified local government (CLG) grant to resurvey the corridor in one comprehensive project, though the Historic Preservation Fund's requirements can make resurvey work exacting. For the near term, staff will use the older survey plus on-the-ground review to determine contributing status prior to commission action.
