Facilities Management asked the court to award a contract to Catamount Constructors for the construction of a new county animal care facility, and the court approved the purchase order on Nov. 18. Director Dan Curry explained that original cost estimates (about $5.5M) were based on older budgets; increased labor and materials since 2021 pushed the low responsive bid to about $10.9M. Staff proposed internal reallocation and savings from other projects to cover the gap so the county could proceed.
Curry described design enhancements including epoxy flooring, masonry dividing walls and higher-quality kennel kits aimed at disease control and long-term operational effectiveness. Catamount representatives said the company maintains a local office and employs local workers. Commissioners expressed concerns about construction costs and urged exploring partnerships and subcontracting opportunities for local minority- and women-owned businesses. The motion to award the contract carried.
