Kendall County enters closed session; later designates outside counsel and corporate representative, limits video access

The Commissioners’ Court met in closed session May 12 under Sections 551.072, 551.089, 551.074 and 551.071 of the Texas Open Meetings Act to discuss matters including Prop A Committee real-property negotiations, security assessments and network security, the Kendall County IT Director (Brian Stegall), and pending litigation (Kendall County v. Waring Land Investments, LLC, Cause No. 23-063; Southerland Kendall Co., LLC v. Schulle, et al., Cause No. 26-123).
After returning to open session at 12:08 p.m., the court approved several actions tied to litigation and security. The court voted 5-0 to engage the Law Offices of Ryan Henry, PLLC, to serve as outside counsel to assist with the named cases. The court also designated Mary Ellen Schulle, County Engineer, to serve as the corporate representative for Waring Land Investments, LLC v. Kendall County (Cause No. 23-063), and ordered that county video/security access be limited to law enforcement only effective May 12, 2026. All three motions carried by recorded unanimous votes.
