Bexar County HFC Moves $500,000 to Fund Housing Stability Program; Catholic Charities to Administer

The Commissioners Court, sitting as the Bexar County Housing Finance Corporation, authorized up to $500,000 to be transferred to the county for a Housing Stability Program aimed at low- and moderate-income residents in unincorporated areas.
Summer (HFC staff) explained the item as an authorized statutory use of HFC funds and said the HFC currently holds about $3.582 million; the $500,000 allocation is a targeted use of those funds. Lizzie Perales, vice president of programs at Catholic Charities, told the court the organization has more than a decade of experience running rental and relocation assistance and that the funds would be prioritized for unincorporated-area referrals and direct commissioner referrals. "We have many, over 10 years of experience providing these services," Perales said, adding the nonprofit receives hundreds of requests for help daily and plans to move funds quickly to prevent evictions.
Commissioners discussed how the HFC balance has been built through financing activities and stressed the need to ensure the program complements existing city and nonprofit efforts. The court voted to proceed and later authorized the county to finalize a grant agreement with Catholic Charities to administer the program.
