Court Signs Initial Interlocal With River Authority to Start Next-Gen Flood Warning Work

County public-works staff and the San Antonio River Authority (SARA) briefed commissioners on an initial interlocal agreement to begin implementation work for a next-generation flood warning system.
Art Reinhardt (Public Works) said the interlocal funds the first phase of the previously budgeted $21 million program and will support an inventory and assessment of current high-water detection locations, development of flood-stage thresholds and modeling and preliminary design work. "As court remembers, $21,000,000 was approved in this year's fiscal year budget, and this is the first phase of that," Reinhardt said.
Derek Bays, general manager of the River Authority, said the team has completed surveys of gauge locations and is processing elevation data expected by the end of December; the next steps include refined modeling and a public-outreach campaign. Commissioners asked for a future breakdown of the $21 million across phases, operation and maintenance and outreach.
