Bexar County Wins VOCA Grant to Create Senior Justice Assessment Center to Combat Elder Abuse

Bexar County announced a VOCA grant award on Dec. 9 to fund a Senior Justice Assessment Center (SJAC), a multidisciplinary hub to coordinate investigations, prosecutions and services for elder-abuse victims.
"For the record, I am Dr. Andrea Guerrero. I am director of public health for Bexar County," Dr. Guerrero said as she introduced the project and outlined next steps. She told the court the award is "almost a 187,000," which will initially fund two case managers to convene core partners and stand up a secure referral portal and data-sharing MOUs.
Judge Veronica Vasquez, co-chair of the elder-abuse and exploitation task force, described the SJAC as a model to gather Adult Protective Services, law enforcement, the DA's office, code enforcement, fire marshal and other partners for weekly case reviews. "We applied for a VOCA grant and we're happy to say that we received that," she said, adding the center will focus on validated exploitation and high-risk cases. County staff said MOUs and a preliminary IT referral portal will return to the court for approval within one to two months.
