County renews sales tax-sharing agreement; finance reports sales tax receipts lag projections

The Ways and Means Committee approved authorizing the County Executive to sign renewal Sales Tax Sharing Agreements with the cities of Newburgh, Middletown and Port Jervis. Andrea Concannon and Coleen Harris of the Finance Department were introduced, and Commissioner of Finance Kerry L. Gallagher provided a sales tax update showing the county's year-to-date receipts are over planned collections but remain about $5.9 million under the 2025 projection (a 2.09% shortfall). She noted that reported receipts are lagging indicators and reflect activity from two months prior.
Gallagher added that retail is Orange County's top driver of sales tax receipts, with the Commons (Woodbury) contributing significantly, and while she would not disclose proprietary data about tourism draws, she said attractions such as Legoland boost tourism which affects receipts. Legislators asked about breakdowns for online and Amazon-related sales; Gallagher said the department can produce further analyses and internal audits on specific contributors.
